Abstract

Public administration has entered a new age. In the 1980s, “less” government was the prevailing idea; in the 1990s and early 21st century, “New Public Management” was the dominant theme. Today, public administration is moving in new directions. Reforms are focusing on the quality of services for citizens and businesses and on the efficiency of administration (the “back office” of government). The OECD is studying these new trends in a multi-annual, cross-country project called “Value for Money in Government”. This is the first report in a new OECD series on the topic. The book examines four themes in nine OECD countries: the development of shared service centres, the steering and control of agencies, automatic productivity cuts, and spending review procedures. In addition, it contains a quantitative analysis of the size of employment in central government. The countries studied are Australia, Canada, Denmark, Finland, Ireland, the Netherlands, New Zealand, Sweden and the United Kingdom. The book pays particular attention to the case of the Netherlands, the country that first proposed an OECD study on value for money in government.

Abstract

The MENA-OECD Governance Programme supports public sector reform in the Middle East and North African (MENA) region. Since its inception in 2003, the programme has helped the region to improve institutions for good governance through continuous policy review and reform. The need to accelerate economic growth has been the primary impetus, but MENA governments are increasingly implementing reform to improve public sector performance and to meet citizens’ needs for higher quality education and health care, a safer and cleaner environment, and transparent and responsive government. Going forward, reforms will also be driven by equity and sustainability concerns. This report offers a perspective on the progress made in public management in the MENA region since 2005. It reviews achievements in implementing public governance reform in nine areas: human resource management, public finance, integrity, regulation and law drafting, administrative simplification, e-government, public-private partnerships, gender, and water resource management. The report presents case studies on key policy reforms and outlines common characteristics across the region as well as the specific conditions and circumstances in MENA countries and economies.

This collection provides a comprehensive, state-of-the art review of current research in the field of New Public Management (NPM) reform. Aimed primarily at a readership with a special interest in contemporary public-sector reforms, "The Ashgate Research Companion to New Public Management" offers a refreshing and up-to-date analysis of key issues of modern administrative reforms. This volume comprises a general introduction and twenty-nine chapters divided into six thematic sessions, each with chapters ranging across a variety of crucial topics in the field of New Public Management reforms and beyond. The principal themes to be addressed are: Part 1 focuses on the processes and driving forces examining the 'why' question. Basic theoretical foundations are discussed as well as considering the importance of institutional environments, copying, diffusion and translation of reform ideas and solutions among countries. Part 2 examines the question of convergence or divergence among countries. Abstract

This edited collection examines Commonwealth administration under the leadership Prime Minister Kevin Rudd from 2007-2010. This was a remarkable period in Australian history: Rudd’s government was elected in 2007 with an ambitious program for change. However, as the chapters in this book demonstrate, these ambitions were thwarted by a range of factors, not the least being Rudd’s failure to press ahead when he confronted ‘road blocks’ such the ETS or managing his massive agenda which constantly elevated issues to ‘first order priority’. Although he started his term with stratospheric approval ratings, only two years later his support had collapsed and on 24 July 2010 he became the first sitting Prime Minister to be removed by his own Party before the expiry of his first term. In this book, expert contributors consider the Rudd Government’s policy, institutional and political legacy. The 14 chapters are organised into four sections, outlining the issues and agendas that guided Rudd’s government, changes to the institutions of state such as the public service and parliament, followed by discussions of key issues and policies that marked Rudd’s term in office. The final section examines Rudd’s leadership and reflects on the personal foibles and political factors that brought his Prime Ministership undone. The Rudd Government has been produced by the ANZSOG Institute for Governance at the University of Canberra. It is the tenth in a series of books on successive Commonwealth administrations. Each volume has provided a chronicle and commentary of major events, policies and issues that have dominated successive administrations since 1983. Abstract

Singapore was ranked first for the competence of its public officials from 1999 to 2002 by The Global Competitiveness Report. While research has been done on various aspects of public administration in Singapore, there is to date no comprehensive study of the Singapore Civil Service and the statutory boards and their contribution to the attainment of national development goals. The aim of this book is to rectify this gap in the literature by providing a detailed study of public administration Singapore-style. Public administration Singapore-style is characterized by these features: macho-meritocracy; competing with the private sector for talent; low level of corruption; reliance on institutional and attitudinal administrative reforms; reliance on statutory boards to implement socio-economic development programs; effective policy implementation, improving service to the public; and using policy diffusion to solve problems. The books main thesis is that the nature of public administration in Singapore results from the combined influence of Singapores policy context and the various policies introduced by the Peoples Action Party government since it assumed office in June 1959, 50 years ago.
